Ranks the plans in a quote by estimated total yearly cost for a usage profile. Deterministic and explainable: the assumptions come back with the ranking.

**What the assistant provides:** the quote reference, a usage profile (low, medium or high; ask the consumer, default to medium and say so), and optional filters such as network type, carrier, tier, maximum premium or HSA only.

**What comes back:** a ranked list with estimated yearly premium, estimated yearly out-of-pocket cost and the total, the usage assumption in plain words, the lowest-premium plan in case that is all the consumer cares about, and a short reason line per plan.

**Rules**

- Show the assumptions. The ranking is a cost estimate under stated assumptions, never a recommendation.
- Network fit is not scored. If the consumer has a doctor, check providers before they choose.
- Kaiser plans cover Kaiser doctors only. Say it every time Kaiser ranks first.
